“Scenario-response”-based emergency decision-making mechanism of mine water inrush disaster

Abstract
The urgency, complexity and uncertainty of mine flood accidents determine that traditional emergency decision-making models are difficult to meet the requirements of efficient emergency rescue. Using the “scenario-response” model for emergency decision-making of mine flood accidents can effectively solve the timely real-time decision-making of specific disaster scenario after disasters occur. Using a multi-case analysis method to analyze 11 typical mine flood accidents in recent years, based on the general structural description of the accident, six elements of the mine flood scenario were summarized(inrush water source, water inrush channel, water inrush position, water output, submerged range, living space) as the scenario of mine flood accident. And AHP analysis method was used to calculate the weight of each element. A way to achieve “scenario-response” was established, the method of constructing the scenario library, the case library, the countermeasure library and the generation process of the “scenario-response” type mine flood emergency decision-making scheme were elaborated in detail. And a multi-stage mine flood accident emergency decision-making mechanism with "gold 72 hours" and "8 days 8 nights" was put forward as time nodes. Case deduction application shows that the emergency decision-making mechanism not only regulates the emergency response process, but also achieves precise, fast, and efficient goals.
